That second row is the one to remember. Studies of citrulline use 6,000 to 8,000 mg a day (Citrulline, perceived exertion and soreness meta-analysis (2020)). A capsule of 100 mg is nowhere near a studied scoop.

Why would a label use capsules for amino acids?
We do not know the brand's reason, and it does not say.
The practical effect is clear, though. Beta-alanine in single doses above about 800 mg causes tingling, and 40 mg in a capsule is far under that (ISSN position stand, Beta-alanine). A scoop of a powder could be many times larger.
